There has not been a hyp3-testing release since 8/14/2020 #70

To bring hyp3-testing up to the CI/CD standards of our other repositories, we should be creating new release with every major improvement increment. We haven't done this since 8/14/2020 for this repository and we try to bring this repository up to our current standards at some point.

We stopped bothering with releases for HyP3 testing as everything is run out of the default develop branch, it is only used internally, and previous versions are expected to not work. I think the changelog might have been the only valuable thing we lost by not releasing it. Do you find the changelog, or other things with the release process, valuable?
