Implement delete function for user accounts #31

The user management page has a delete button to delete user accounts.

This needs to be implemented in the backend and the frontend.

This may need to be implemented after the Roles task is complete.

Researchers can only delete their own accounts, System Admins can delete anyone's account. Same goes for editing accounts.

What happens to a User's files/etc when their account is deleted?

I reckon nothing, but we should probably check with them next meeting.
