Upgrade guardian #2694

guardian (which we use for authentication) has released version 1.0 with some API changes. It might be a good idea to upgrade, even if we don't have a pressing need right now, so that a later upgrade in case of some vulnerability is smoother.

I'll add this to the current milestone. It's doesn't have exceptional priority, but could be a nice in-between task, and is better to get out of the way sooner rather than later.
