Remove licensing from Air #4934

The system now completely stops doing licenses checks. The area in which one would previously upload licenses in the admin interface is gone, and so are references to licenses in the user docs (at least they should be gone).

I have not removed the ability to configure licenses in the config files, to keep backwards compatibility for existing systems.

The reason I am removing the licensing system is to make the system able to run even if we tear down Central.
