CTkToolTip causes an exception when used in conjunction with CTkTabview #2

Raised for tracking purposes. I may be wrong, but think this is possibly an issue with CustomTkinter.

#1532 CTkToolTip works on pretty much all widgets except CTkTabview - exception

The above has been raised as an issue against CustomTkinter - I thought you might be interested, in case I am wrong as to where the problem lies.

The same issue has been reproduced with a different tool-tip library; I'm convinced that the source of the problem is CustomTkinter.
