Fit with a double exponential (dblexp_XOffset)
Compare amplitudes and decay constants. If NOT_YET_KNOWN condition is fullfilled warn the user about an access resistance warning, see also https://github.com/AllenInstitute/MIES/pull/1016#issuecomment-953220114
Store that warning in TPStorage and after the testpulse stops in the labnotebook
Add tests

TP SF has dblexp_XOffset. #1542 So, an expert user can already access this functionality.
