API to provide index, exchange, and background interfaces, to be implemented in fastapi and hosted by uvicorn

Specify RESTful routes as envisioned in antelope-core
go ahead and write naive implementations for now
as we get dagster up and running (#2) we can transition to more robust / deployable implementations
don't overthink the ORM layer
