Simply put: support for Steam's inventory and have special items for Mindustry which changes your unit's cosmetics, shoot FX, construction/deconstruction FX, etc. This enables a bit of optional purchases and revenue for Anuken while players can have their own special cosmetics without the need of mods or server plugins.
You can also equip up to three separate unit cosmetics, one construction/deconstruction flair, one attack flair.
Cosmetics can be built by Anuken, or by the community. People who have their cosmetics accepted will get their own copy of them, with those copies being labeled as Original.
The game now has a shop which allows you to purchase cosmetics with Steam credits, and excess cosmetics nobody wants anymore can be sold on the Steam marketplace.
You get a free common cosmetic for playing the game for the first time or at the time of this feature being added, and several achievement cosmetics for some achievements, albeit all of these free cosmetics are incapable of being traded with. You will however get up to three common/uncommon cosmetics per week at random intervals, and locks up until the next week.
Unlike where everything is naturally in the game itself, the cosmetics exist only in the Steam inventory, only validated by a server, and cannot be faked as if you own cosmetics you don't have.

It will allow players to express themselves without the need of modifications. If you look at TF2 for example, they allow players to pretty much get any kind of cosmetics and make their character the way they want their character to be, albeit at a price.
Notably, this feature can be entirely avoided by the player if they wish to not bother with them, and having cosmetics is not a requirement nor a gameplay enhancement.
