at this moment if test feature Vars.state.rules.unitPayloadUpdate is True payload building will update
but only them
make another rule like unitPayloadUnitUpdate for units in payload updating (or just make it with old rule)

it will allow to do some interesting tactic moves and will add some interesting features
like taking fortress on mega
maybe collaris with oct
oxynoe in mega (overclock boost is really cool)
and etc.
this will improve PVP so much
