Unit upgraders should show unit bans #5038

Describe what you would like changed, and why.

For some reason, unit makers and unit assemblers will show which units are banned but unit upgraders do not. The entire Stell line of units will be banned to demonstrate. Screenshot_20240602-191228 Screenshot_20240602-191231 Screenshot_20240602-191236 Screenshot_20240602-191239 Screenshot_20240602-191244 This may seem like a negligible issue with the Core Database, but if you're playing on a mobile device on multiplayer, you lose access to the Core Database which means you can't see which units are banned without prior map knowledge or attempting to make the unit. This is evidently a disadvantage for mobile players. (who are already heavily disadvantaged against PC players)

The main change proposed is to make unit upgraders show unit bans. Secondary change: mobile players should be able to view the Core Database while in multiplayer.
