make it so that if you have NO save files for the campaign OR research on either planet then the edge of the campaign button turns green, this will be disabled after landing on a sector

this will encourage new players to go campaign first as it looks like something needs to be done there
it will be disables to not annoy any players that already know the game cause if anything like this is persistent then it's annoying
