Can confirm this is still an issue on the dev branch. In case it matters: this is not the only unusable item that is selectable via icon filters :-P
with regular angelbob + industry overhaul I can see the following items in the icon filters (I am on Angel's dev branch):
bio-tile
(as OP said)circuit-wood-fiber-board
solid-flour
the rest appears to be taken care of by #512

This one is just the most confusing as it is visually the same as clay brick and located on the same row :)
The bio tile is something we still want to implement (it has some pretty cool graphics associated with it as a tile... (you can see it in editor mode)), but it is unclear where to implement it (bioprocessing or exploration)... Flour is currently a dead-end but may be used (for example) to feed "hoggers" once those are implemented. The circuit-wood-fiber-board one i didn't realise was disabled incorrectly, ill take a look at that in the next few days.
Depending on how long it is for the next release, i do plan on getting the bio-tile up and running, in the mean time, i have moved it to bioprocessing and given it an icon which is a combo of landfill and the mud brick.

For me it still sits in the smelting tab
it makes sense to leave it with the other flooring items, having a tile on its own in bio would be odd... What I meant, is I moved the code and assets from industries and they now reside in bio.
It looks like some leftover or unfinished code. Visible in recipe inspectors search window and creative mode, not visible in regular game. No recipes use or produce it. Causes some confusion when working in creative mode.
