[Tech overhaul] Regression: First tier of Bob's modules cannot be researched #609

With Bob's Modules & Tech Overhaul from Angel’s Industry, you cannot research the first tier of the following modules:

tech_overhaul+bob_modules

Additional Information Mod versions: Bob's Modules 1.1.2 Angel's Industries 0.4.13 Angel's Bioprocessing 0.7.19

All settings default, except Technology Overhaul. Here is an angelbob savefile to sync to techoverhaul_bobmodules.zip
