Setting is in wrong mod

Setting angels-disable-bobs-distilleries is in Angel's Petrochemical Processing. I think this setting should be in Angel's Refining. Refining adds the Hydro plants that replace distilleries.

Someone was asking on Bob's discord why the distillery wasn't accepting water or any other fluid. With the following mod list, distilleries have no recipes. I was going to recommend that they change the Angel's setting to disable the distilleries but they didn't have that setting as they aren't using petrochem.

this will need some testing to get right... bobs pure water setting seems to also be hidden only with petrochem
