Reinforced concrete should use steel rods (if present) #85

When steel rods are present (angelsmods.trigger.smelting_products["steel"].rod == true), reinforced concrete bricks recipe should require 2 steel rods instead of 4 steel plates

I like this enough I have to ask - why not just enable steel rods permanently just for this reason?

I was thinking this, I had the idea to enable steel rods for this when iron rods were enabled, I didn't want to have steel rods when there were no iron rods present... Still debating...

Iron rods are required for trainstops & rails, so seems okay? Or is that a Bob thing?

When iron rods are enabled, I enable steel rods as well, but they usually are already always both or none enabled already. When it is enabled, it will use the rods.
