Currently, it can technically maybe rarely be in logic to go get the first chest in Rooted Ziggurat Upper with just the wand, orb, and prayer, but then not be able to proceed to the rest of lower Zig.
This makes it so you need both laurels and wand to do this, since you will need a way past the Administrator fight in upper Zig.
