feat(solis): verify ownership in the sequencer

Description

In the Solis sequencer, we've implemented a preliminary check of asset ownership and balance before pooling. This crucial step ensures that only assets genuinely owned by the user and with a sufficient balance are eligible for processing by the sequencer, thereby enhancing the security and integrity of transactions within Solis.
