Updated Microsoft.AspNetCore.Components & Microsoft.AspNetCore.Components.Web to version 3.0.0
Included the wwwroot folder
Changed the output directory of tsc to wwwroot
Updated README.md with instruction for both Blazor Server and Blazor WebAssembly
