Allow unmatched names when configuring surveys with single species #877

Right now, you cannot configure a survey species with a name that doesn't exist in the ALA (e.g the Weed Biological Control Hub has many of these)

Should we be enabling the "unmatched" option with the autocomplete in this case?

Another, (better), option would be to allow the selection of a single species from a species list. This would allow unmatched species but also allow common names and images to be specified for the species. Additionally, the ALA has a mechanism in which a species list can be imported for use in name matching if the list is considered authoritative.
