Change in velocity motion blur evaluation #2151

Describe the bug Between HTOA 6.3 and HTOA 6.5 (20.0.751) the evaluation of the motion blur has changed when rendering in husk. If the exported usd file used for the render contains a startTimeCode and endTimeCode with only one frame (startTimeCode=1, endTimeCode=1) then the velocity motion blur will not show up in husk renders. It was reported to work correctly with HTOA 6.3 and houdini 20.0.688
