Introduces a PHP constant which can change the error reporting level.

add constant with value to wp-config.php: define( 'NEWSPACK_CUSTOM_CONTENT_MIGRATOR_ERROR_REPORTING_LEVEL', 'live' );
confirm that error reporting level is not changed
