Add bash kernel to Jupyter

note for later me:

• required fixing permissions on the pip installed folders (chmod ugo+rx, chmod ugo+r for the files)
• run install process as root too
• confirm by su-in as sage and running jupyter kernelspec list and jupyter console --kernel bash
