Initial PR around deploying Moodle on Azure via simdem.

@jasonmesser7 here's the work that has already been done on moodle.

@rgardler-msft I believe I fixed all of the comments. I believe after a final review this should be good to merge

Made changes requested as well as adding language hints. Going to merge now
