Host Simons Genome Diversity dataset on Azure #6

Microsoft has offered to host this data set (along with he 1000 Genome data set). This ticket is to track the work required to get the Simons data set up onto Azure and wrap it in a GA4GH reference server.

We won't be able to start this work until after completing the Genomic Analysis milestone for the GA4GH reference server.
