I've created this: https://github.com/dcolligan/ga4gh-converters At some point we'll move this under the ga4gh github org. @kozbo

@david4096 the converters tests depend on the registry.db that ships with the server... are there any plans to package the test data on its own, or should I copy-pasta the necessary files?

I would love to move the test data and repo manager to their own module.
