The default FHIR Metadata Vocabulary (fhir.ttl) is not included as part of the distro
It shouldn't be -- we need to change this to the online v4 vocabulary with a note that, if you're using R5 stuff, you need to get the build.fhir.org/fhir.ttl instead.
