Implement convertion between [angle + reference view] to direction cosine #104

What's the problem this feature will solve?

It was discussed in https://github.com/BICCN/cell-locator/issues/97#issuecomment-603921383 that LIMS expect to first start the application by providing an [angle + reference view], to support this should implement a function allowing to generate SplineOrientation given [angle + reference view]

Closing. The following arguments are being added to the application:

  --reference-view                              Axial, Coronal or Sagittal
  --view-angle                                  Angle in degree
  --annotation-file                             Path to an existing annotation file
