Expected behavior

Described in the "Mouse operations" section of the README:

Key or mouse operation	Effect
Ctrl + Left-Click on annotation line	Insert annotation point
Left-Click near annotation line & drag	Translate annotation

The above actions have no effect since the migration to Slicer 2020.
