BUG: Fix "New" file button. #148

Fixes https://github.com/BICCN/cell-locator/issues/135

I also move the logic for the AnnotationPathLineEdit text box to the annotationStored method so the text box is updated each time the annotation file may be updated. This also fixes https://github.com/BICCN/cell-locator/issues/138
