Migrate https://github.com/BICCN/cell-locator/wiki to readthedocs

Documentation on readthedocs is currently built of https://github.com/BICCN/cell-locator/tree/support-generating-sphinx-doc

Update the branch considering the use of https://myst-parser.readthedocs.io/en/latest/index.html similarly to what was done in https://github.com/Slicer/Slicer/pull/5662
