Problem as discussed; the slight delay from choosing building to it being usable leaves a small gap of time in which a new building can be placed in a tile that is supposed to be empty. This creates the look of buildings being outside of a city as well as not clearly defined city limits.
Possible suggestion for dealing with it is to have the building being created occupy 6 spaces around it from the start but have the attribute of building around it unlocked as it is built just like it's functionality.
Not sure how it works out with occupied spaces within its surrounding 6 spots and if things already built can be unimpacted.
*as always no idea of application just what I imagine to be a logical approach having no knowledge as a guide
