Buildings are completed prematurely #33

Any buildings put down after one is being completed will also be "completed" as in the tiles light up underneath it but it isn't really and there is a game breaking bug related to the economy buildings as their properties have not yet been properly initialized

fixed already, documented for future remembering, but got it pretty quickly
