Update "Learn more" button on Participate page #255

Participate page > Learn more button, current behavior:

button displays google form when clicked
once google form is displayed, "Learn more" button no longer does anything

Updates:

[ ] relabel to "keep in touch"
[ ] Can this be hidden after the google form is displayed and the "HIDE" button displayed instead under "Want to know become a participant?" ? if so, the hide button should be removed from underneath the form. Otherwise need to either hide button after clicked or make sure it does something when clicked again (what options do we have?)
