Describe the issue

When I start a transect I have to manually input the weather conditions

@kazlauskis I also find this bug of weather data not being auto-populated for transects. Seems ok for 15m counts

@DavidRoy I saw today when doing a 15-minute count that the weather conditions were captured.

The transect survey was added before weather pre-fill was available for other surveys so it is currently missing the feature. We can link the transect surveys with openweathermap. The app receives the centroid locations of the transects, which can be used to fetch and pre-fill the weather attributes once a user selects a transect.

@kazlauskis I did a transect last week and the weather conditions weren't captured. We have a Zoom meeting tonight of local butterflyers with @DavidRoy and myself so it would be good to report back on this.
