Moves CI from Travis to GithubActions #18

Small PR! This is a long overdue switch. Mostly because I was afraid of it. Turned out Actions are not THAT intimidating ;-)

I had to make some small changes to postgres env variables, adjust reporting to Coveralls. Trial and error until everything worked.

@mwbenowitz I'm going to merge this PR. It's a small and related to testing update that can be adjusted anytime. Any suggestions to improve it are welcome anytime. I have another PR lined up that is of more importance and which would benefit more from your review.
