Empty Sierra file #30

Create a test for an empty Sierra export file - this may happen if no new orders/brief bibs have been added on the previous day. NightShift should create a SourceFile record without any attached resources, etc. Should silently then exit.

No issues concering empty Sierra exports discovered. Added two tests (unit and integration) for this situation.
