Will need to edit SysCond.csv before processing June results #1

May results do not have correct LB shortage and FC surplus flags, so the SysCond.csv file was edited to use Flags.rdf. After fixing June model, need to edit code accordingly.

Flags.rdf should be changed to SystemConditions.rdf and the slots should be:

SummaryOutputData.LBShortageStep1
SummaryOutputData.LBShortageStep2
SummaryOutputData.LBShortageStep3
SummaryOutputData.LBFloodControlSurplus
