startMonthMap is tied to folder name #36

and it should be tied to Scenario name. As it is right now, the code cannot distinguish between a scenario group that uses the same model name in the folder naming convention.

This is also too restrictive of an assumption. If you tie it to only the model name, you cannot distinguish between runs that are all made in the same month.
