conditional probability code limits condition 2 #4

Currently the calls to the conditional probabilities, particularly for 823 releases, only include UEB 8.23 releases. The code in getCondProbs will need updated to account for multiple cond2 variables

Only main.R calls to getConditionalProbs needs to be edited to pass multiple cond2 variables for the example described above.
