Data Intake Collections for Building Electrification Profile Generation

According to our contribution guideline here, we will need the data intake procedure for all raw input files outside BE's ecosystem.

There are two batches of input files except for previously introduced csvs:

1. Fossil fuel model associated with PR #18
2. PUMA data aggregation associated with PR #15

Thus, we will need the corresponding information for each of the file below:
