The burnup is unaffected because it is independent of mass. Our burnups are calculated per kilogram of material (hence MWd per kgIHM). We also (and I just realized this) are only putting a constraint on the maximum fuel we can receive per batch, but not a minimum. We are reverse Jurassic parking it by assuming we can't go below the constraint when in fact we can.
The sink capacity doesn't matter because we just remove the whole material not a mass, it is assumed the repo has enough space. This should be changed though. Not sure why the DRE isn't taking care of it. If too much fuel is offered then it should reject the trade. I will look into it.
I will open separate issues for each of these.
