Describe the bug Emailer allows you to submit with no recipients selected

To Reproduce Go to bulk emailer, fill in all fields apart from recipients. Proit.

This is actually two different bugs so thanks!

If we're sending a test email, we shouldn't have to have any recipients selected - but we get this validation error

If we're sending a live email, we should have to select at least 1 recipient (frontend should validate)

@matt-fidd took a look and the "live" email button should be disabled with no recipients - was this test emails you were trying to send?
