Netconf devices connecting to USP #22

What if the device follows a Netconf protocol and it want to be the controller of USP or the device follows Netconf and you want to connect that to the overall system ,is it possible? There are detailed descriptions in the data model about the proxying in the case of IoT protocols. Are there any such development in the case of the use of Netconf? Or should we make a entirely new algorithm for netconf for proxying?

The data model does not infer the algorithm, If there is use case please bring it up in the BBF/USP JIRA.
