PDF generation and export via CI #4

Use GitHub Actions to generate map PDFs on each push to master so that we can more easily track which changes have altered the appearance of the map and more easily address issues.

Generated PDFs should be transferred to a persistent location with meaningful file paths that describe the relevant change.
