Cleanup of branches / versions / Biowulf

Problem: To prepare for the move to Biowulf8, several components of the pipeline will need to be updated. Currently there are branches which are stale, branches not merged to main, tags not versioned, and versions not updated in over 3 years.

Solution:

Pull latest tag available on GitHub and Biowulf (v4.0.6). Merge any changes back into activeDev and handle diffs.
merge clean activeDev branch to master
tag and create a new release with running Biowulf module
separately retire stale branches

Merged pending pull requests into ActiveDev
Merged activeDev into master
Tagged a new clean version of master (4.0.7)

Will work off this new version to perform Biowulf8 testing
