Rewrite the sync code and simplify the log files. Setup test environment for Manoj and Liqiang: https://fsabcl-onc01d.ncifcrf.gov/clinomics/public Setup a new dev environment https://fsabcl-onc01d.ncifcrf.gov/clinomicsd/public (clinomics_dev is unusable now) Fixed bootstrap 4.6 upgrade issues: popover and css compatibility issues
