Setup back-end scripts repo #48

I've separated the back-end scripts to an independent repository. Currently this is in /mnt space which is reachable by slurm job.

dev: /mnt/projects/CCR-JK-oncogenomics/static/site_data/dev/app/scripts prod: /mnt/projects/CCR-JK-oncogenomics/static/site_data/prod/app/scripts pub: /mnt/projects/CCR-JK-oncogenomics/static/site_data/pub/app/scripts

The original scripts folder under laravel app folder has been changed to a softlink.
