Project level fusion and QC improvement #51

  1. Erica found the project level fusion is very slow. I've improved this by adding diagnosis filter.
  2. Added download button for RNA and DNA QC tables

Manoj hopes to remove the diagnosis filter. Need to come up with a solution.

To speed up the loading time, I

(1) made two tables project_fusion/project_diagnosis_fusion and pre-calculate the patient count for each tier. (2) removed the type from the table to save the loading time
