Update redirect URI in IGSN prefix entry #5

Via user feedback:

The URI for the igsn entry in N2T is hdl.handle.net/10273/$1, which appears to be missing a protocol (either http:// or https://). It would be great if you could fix this and add a unit test to make sure this doesn't happen again. Thanks!

The entry in question is visible here: https://n2t.net/e/n2t_full_prefixes.yaml It does not appear to be present in the shared N2T/identifiers.org registry: https://n2t.net/e/cdl_ebi_prefixes.yaml Here is the entry in identifiers.org: https://registry.identifiers.org/registry/igsn
