Create a scripts directory with two python files where each one will

[ ] format a TSV file into the JSON structure accepted by locus plotter
[ ] use the ENCODE API to retrieve metadata from ENCODE based on a list of input ENCFF codes

Include test data and a README documenting set-up and usage instructions
